Yes the county road from Hwy 31 to Hwy 97 is paved, as well as is the county road from Hwy 395 to Christmas Valley and on to Hwy 31.
You would not have any problem towing on this road. It's a pretty drive also, not like Ontario to Silver Lake, or even Ontario to Bend either.
