I trained with the spill response team out of Seward, where I lived for 13 years. There is gear and boats in every major harbor around the Sound, on call year round. The logistics for moving gear and response teams is extensive. Not perfect, but they train every year and they study other spills across the globe to learn and improve strategy. The response organization is called SERVS.
I used to ocean kayak in the Sound extensively, until the spill.
In mid June I was impressed to see the ones in Seward were on cradles designed to fit on trucks or ships for easy movement.
