They live in a different world than Mexicans. Mexicans are working, raising families, trying hard to make something out of this life, you won't them drunk by noon.
Back to the topic - I wouldn't use tap water in Baja for anything but washing. Purified (RO) water "agua purificada" is available everywhere and perfectly fine for consumption. When I do have to use a tap water, I run it through countertop Brita jug and make sure it boils.
