They live in a different world than Mexicans. Too much spare time (all of it, in fact), cheap tequila (compared to his pension), old age, no stimulus for learning and development (plus diminished capacity at this age), out of touch and out of contact with anything and anybody. Back to the cavemen level.
Mexicans are working, raising families, trying hard to make something out of this life, you won't them drunk by noon.
Back to the topic - I wouldn't use tap water in Baja for anything but washing. Purified (RO) water "agua purificada" is available everywhere and perfectly fine for consumption. When I do have to use a tap water, I run it through countertop Brita jug and make sure it boils.
