There's a point where water is safe to consume. The problem is that governments continue tightening and expanding the control they have. As water quality restrictions continue to become more strict, local governments improve water treatment which raises taxes and lowers the consumer's tolerance to any aberrations. As a boy I drank from streams and brooks - now I wouldn't dare despite 40 plus years of water quality bond issues.
With the exception of Detroit and it's lead problem (which may be politically driven) I don't recall any water quality issues affecting health in the last 20 years.
Maybe we've reached the point where water quality is good enough.
