local governments improve water treatment which raises taxes
I have lived several places around the US and we have always had private water companies - but I guess in some areas it does involve taxes - I thought it was always supposed to be covered by your water bill and that was based on how much you use - and paying for bonds comes out of water bill - I guess I got lucky and never lived where taxes paid for water.
