I would definitely take US13 through the Delmarva peninsula. We go to the OBX twice a year and I always go that way from New Jersey. It is a nice, calm, leisurely drive. There is a lot of stop and go because of traffic lights, and the speed limits are much lower there, but it beats DC traffic any day of the week. Besides, I have rarely done the speed limit between the Northern Baltimore area and Richmond on I95. Traffic is either going much faster, stopping way to fast, or stopped.

I have taken I81 south to get to Florida, but that is a very long way around for the OBX.
