What time of year? Now, with the weather in the Sierras anything but main roads could become a problem.
The OP identified main roads, lower passes across the mountains than IR 80 or US 50 and the roads he identified will have snow removed as soon as any other interstate. And, of course, the OP won't be in a twenty mile long snail pace going over the mountains as would be found on the interstate when snowing. Light traffic has it's benefits. The biggie is IR 5 crossing into Oregon, a main road. Any snow storm this time of year will last a day or two. Reno and Susanville have plenty of places to wait out a storm.
