I have no idea how it might work in Mexico. In the US when I was a trucker we got what they called a fuel surcharge. That is they added a % to the linehaul - I was getting 13%. Linehaul is the amount the shipper is charged by the trucker to haul the goods. The last I read the US truckers get more than that now. Whatever it is it is paid in the end by the consumer. I would guess some truckers are hurt by fuel costs but it should be figured into how much it costs them to haul. Either by something like the fuel surcharge or just simply by charging more to haul. If truckers do not raise what they charge as the fuel costs go up then they are just not very smart or very good businessmen.

(rough explanation - LTL <10,000 mean Less Than a full Load weighing less than 10,000 - other similar shipments will be put on the truck and each will pay a surcharge - TL 10,000 means a TruckLoad shipment)

I could not find any current fuel info for Mexico but did find something from 2008......

According to this agency so far this year there have been 18 increases in the price of diesel. Proof of this is that in January 2008 the price per litre stood at 5.93 pesos ($2.20 per gallon) , while for the September 8 the price had risen to 6.58 pesos per liter ($2.42).+
PUBLISHED SURCHARGES
For a straight Truck $.18 cents per kilometer+
For Semi Trailer 5 or 6 Axles $.29 cents per kilometer+
For Refrigerated Semi Trailer 5 or 6 Axles $.42 cents per kilometer+
For Doubles of any configuration $..42 cents per kilometer+
Which could indicate that Mexican truckers do get a fuel surcharge. Maybe someone can find more recent facts?
