The idea was sent to Congress for their approval. As of today, nothing has changed and it is still 2018.
I do expect them to move the date up since they are under a lot of pressure from the new gas companies to do so. I read where Costco is opening 3 gas stations, member only, in Mexico as a pilot project. Change is a coming.
