Last year there were articles about Pemex not paying contractors. They were owed about 7 billion dollars. The refining operations were losing 5 Billion a year. I tried to find out if any of the ULSD contracts had been put on hold. One would have to be an oil and gas insider to get to the truth. 3 of the 5 ULSD projects are still not complete. Tamaulapas is scheduled to open 1stQ 2018, Minatitlan March 2019 and Salamanca end of 2018. I don't know about the other projects.
