Yes, there is corruption, and there are broken promises in Mexico, but the overwhelming evidence is that significant progress is now being made on the conversion to ULSD. The experience with a griddle can not be transferred in to expectation for Pemex refinery conversions.
I still have people trying to tell me there is NO ULSD in Mexico when I have laboratory results that PROVE there is ULSD throughout the Northern Baja, just like Pemex's internal documents say there should be.
For now, until someone proves otherwise with laboratory testing, I'm going to assume that the list Pemex sent me of their ULSD stations on the Mainland is substantially or entirely CORRECT. That list indicates that almost all of Campeche, Yucatan, and Quintana Roo have now converted to ULSD.
