Transborder haulers are mandated by the USA to burn 100% UBA diesel.
I previously posted about this quite a while ago. Though they finally got permission to haul into the US after years of waiting there are very few if any Mexican trucks hauling to destinations in the US. They have to meet all US standards as well as speak English and understand US laws pertaining to truckers - just like US truckers must get a CDL. They don't want to. They haul just across the border either to warehouses or trucking yards where they drop the trailer and maybe pick up another one going to Mexico as they turn around after only going a few miles (if that) into the US. We do see many US trucking company trailers in Mexico but they are being hauled by tractors owned by Mexican partners.
I also previously posted a number of reports about work being done to upgrade refineries in Mexico to meet today's standards. I have no way of knowing exactly what is going on but what I read and posted on this forum was that contracts had been let and money paid to do the work. They listed the refineries, the contractors doing the work, what work is being done, how much it will cost, how much has been paid. I recall one of the contractors is Samsung and I believe one was Siemans. That was a while ago. I assume (not a good idea) the refineries are running at reduced capacity due in part to the work being done.
Also previously posted in great detail were reports about how much diesel fuel is being shipped to Mexico from US refineries - by the barrels per month - a lot of it - and they specify how much is ULSD - there is some high sulfur fuel still produced in the US but it is used for ships going to sea - most goes to Canada for some reason. Mexico does use high sulfur to produce electricity but they are converting many of their power plants to natural gas just as is being done in the US - because it it much cheaper. They are building several new natural gas pipelines from the US to Mexico and then pipelines all over Mexico.
I know there are reports that ULSD gets to Mexico from Japan and maybe other parts of the world but I have only read about how much is coming from the US - mostly from Gulf Coast refineries (Texas and Louisiana) by ship to Veracruz. The reports came directly from the US dept of energy online website. So there is ULSD in Mexico but it is still difficult to determine exactly where.
As in the US it is no problem at all to run a pre ULSD vehicle on ULSD fuel - so all the trucks and buses in Mexico can easily operate just fine using ULSD even if they do not have ULSD vehicles. Even without the equipment the cleaner fuel will help to clear the air in Mexico. Consider that USLD is 15ppm and LSD is 500ppm - the equipment cleans the last 15ppm of sulfur but the fuel cleans the first 485ppm out. No brainer that burning ULSD in Mexico will help even if the vehicles are not yet built to ULSD specs.
