PEMEX is a kingdom unto it self, they do what they want when they want apart from a lot of politicos that have the hands in the barrel, there are the cindicatos and they are stronger than the administration, so expecting prices to drop in Mexico it will happen but only by a few centavos, the corruption graft and theft is to big, now that foreign companies have "invested" in some of the areas of production only means that there will be more product to sell abroad, the general population in Mexico will not benefit from this at all, the price of fuel in Mexico will be stable for some time until a politico's daughter gets married and he needs a lot of cash to pay for a Hollywood stile shindig, then the fuel prices go up.
