With Pemex the distinction between taxes is blurred since Pemex is owned/controlled by the government.
While taxes are a component of the higher prices that UK and Europeans pay for gas it is not the whole story by any means.
Mexico the US and Canada have some of the worlds lowest cost fuel hands down. We including the Canadians have nothing to complain about.
Fuel prices in UK and Europe are into $5-6 per gallon and more. But this high price is due to several factors:
Much more limited competition, much higher distribution costs, much higher wages at stations and distributors and all through the system. Also there are im most countries incredibly strict environmental laws that add cost (but also societal benefits) to the equation.
There is also the fact that Europe has limited refining capacity and this must import the REFINED product much more so than the US, Mexico or Canada.
All of these add up to higher costs and not just taxes.
In the example of Canada though I would have to say that some of the above applies but not on the same scale and the taxes are much higher.
Perhaps if they had not stayed loyal to the King of England in the 1770's their fuel would not be taxed so heavily in the 2000's and they wouldn't complain about the prices in Mexico so much.
