I believe there were subsidies, and they were withdrawn 2 years ago, January 1 2014. This is when prices jumped overnight to the current level 13.4 pesos/liter and didn't change since then.
OTH, US gas prices have been dropping for the last 12 months and right now US prices are indeed close to half of Mexican price - but only if you find a cheap retailer and/or you are in one of cheaper states. Here on the West coast, on an average gas station in California or Washington the price would be 11-12 pesos per liter. Cheaper than in Mexico, but not a half price. Oregon is cheaper.
