Dolares MUST be deposited into a SPECIAL "Dollar Account" at all banks in this country. The dolar is NOT legal tender. It is illegal as hell to price ANYTHING in dollars. It's OK to have a price list in M.N. with a corresponding equivalence in dollars but the tipo de cembio must be displayed as well.
Ferries, CFE, all utilities, and many autopistas more than 100 KM south of the border WILL not accept dolares for payment. Many businesses, tiny ones, will NOT accept dolares in trade if they do not possess a dollar account at a bank.
The Mexican PRI is doing hand stands trying to corral every last centavo it can get it's dirty mitts on. There is SERIOUS talk in Aduana about mandating car permits for vehicles traveling south of Maneadero, Baja California. No more FRONTERA plates. Doubts? Aduana has already imposed A HUNDRED PERCENT TAX on used cars imported to Baja California. A five thousand dollar clunker has to pay five thousand dollars worth of pesos to get ANAPROMEX status to apply for FRONTERA plates. It has been bandied about a car worth say three thousand dollars will have to pay more than ONE THOUSAND DOLLARS worth of pesos to have it's title changed from FRONTERA to NACIONAL. How angry are Mexicanos? They shut down the commercial garitas at Otay, and Mexicali last Sunday. Thousands of protestors.
BEWARE of BANCOMER. Some ATM's of theirs are a ripoff. Try an EIGHTY ONE PESO fee, and tipo de cambio of 13.6 when Banamex charged 28 pesos and gave a tipo de cambio of 14.42. BanComer is a ripoff bank. Cuidado!
