Brian Sue, Yes on the maps it is out of the freezone. The reason we haven't received an officail response on this is it may be included as an exception. You will not be checked for TIP unless you use the Garita on the Toll Road around Guaymas or until you try to cross into Sinaloa. I am waiting for an official response. We just did the trip and we were never inspected.
