Don't limit yourself to a 3500, rather the best deal, 2500 or 3500. Plus 3500 gassers aren't near as prevalent.
$15k wil basically get you a 200kmi diesel or 100kmi gasser.
I wouldn't rule out older than 3rd gen Dodges. My ideal gasser for that use would be a 2nd Gen 5.9 gasser with a 5 speed manual.

I recently bought a 2004 Dodge 3500 with 132k miles, 5.9 Cummins, 6 speed, 4x4.
The seller was asking $23,999.00. I negotiated the price down under $21k Canadian.
End cost with taxes: $16,300 USD.
My last trip South I averaged 15.7mpg pulling a bit over 12k lbs over almost 5k miles. Try that with a gasser :)
