The park next to Pike Place Market is right in the middle of the Bell Street image. This work is scheduled till summer, but Seattle has further plans for development of the waterfront. So don't expect any boom in parking options.
I'd plan on taking public transportation downtown. I'm sure there's a shuttle of some sort along the waterfront from the north cruise ship terminal, or from the south by the stadiums. Better yet take an express bus, train, or light rail from further out. Light rail from the airport area is a possibility.
Where are you coming from, and where are you staying in the area?
Weekend or weekday? The area around the market can be packed on the weekend, but find space in suburban park-n-rides should be easy. On weekdays, those park-n-rides fill up early with commuters.
I live north of Seattle, and have never driven to Pike Place. OK, I have ridden with relatives, who have parked in garages near the market (on weekends). I drove under downtown a month ago just to see what new tunnel was like, and back along the waterfront, but didn't stop. But for browsing at the Market I prefer an express bus (Community Transit or Sound Transit) from the Lynnwood area.
