In 2007 we were heading to our long time home away from home at Costa Bella in Zihua. Our travel trailer was hit and totaled in Kansas. We sent the permit, pictures of the accident, the police report and a letter of explanation (in Spanish of course) to Aduana in Mexico City by plain old U.S. Mail. About 8 weeks later we received the cancellation papers back from Mexico City. Again by mail. For us, it was easy.
