Refused entry with a truck & camper
Had a call this morning from Mike & Terri, they are being refused entry with a truck camper on a 1 ton. My mexican partner is trying to deal with it via phone. Not sure if the issue is the truck bein...

After quite a few emails back and forth with aduana and other Mexican government agencies I finally received some of the laws that might apply. I am still asking for further clarification but here is what they have sent so far............

1.Vehículos relacionados con el peso:
Es importante destacar que el artículo 158 del Reglamento de la Lay Aduanera señala puntualmente que la restricción sobre la capacidad máxima de tres y media toneladas de peso de los vehículos, es para los extranjeros que deseen realizar el trámite de la importación temporal de su vehículo, destacando que este precepto legal no aplica para mexicanos residentes en el extranjero, así como para los que acrediten estar laborando en el extranjero por un año o más.
1. Vehicles related to weight:
It is important to note that Article 158 of the Regulations of the Customs Layout specifies that the restriction on the maximum capacity of three and a half tons of vehicles, is for foreigners who wish to carry out the temporary importation procedure of their vehicle, noting that this legal provision does not apply to Mexicans residing abroad, as well as to those who prove to be working abroad for a year or more.
“Sólo se podrá efectuar la importación temporal de vehículos que tengan una capacidad máxima (gross vehicle weight rating) de hasta tres y media toneladas de peso (3.5 toneladas que equivalen a 7716.17 libras), de acuerdo a la capacidad de carga, conforme a las especificaciones técnicas del fabricante.”
"Temporary importation of vehicles with a gross vehicle weight rating of up to three and a half tonnes of weight (3,5 tonnes equivalent to 7716.17 pounds) may only be carried out according to the load capacity, in accordance with the manufacturer's technical specifications. "
En razón de lo anterior, en los casos en que el importador presente un CERTIFICADO DE REGISTRO VEHICULAR con una clasificación de peso bruto del vehículo (gross vehicle weight rating) de más de las 7716.17 libras, el importador deberá demostrar o evidenciar que la puerta lateral del vehículo ostente la placa de características con el número de identificación (VIN) y el peso máximo autorizado, a fin de confirmar que se trata de un peso menor.
For this reason, in cases where the importer presents a VEHICLE REGISTRY CERTIFICATE with a gross vehicle weight rating of more than 7716.17 pounds, the importer must demonstrate or evidence that the side door of the vehicle bear the nameplate with the identification number (VIN) and the maximum authorized weight, in order to confirm that it is a smaller weight.
2.Vehículos Motor Home (casa rodante).
La Regla 4.2.6. de las Reglas Generales de Comercio Exterior vigentes, no hace alusión al artículo 158 del Reglamento de la Ley Aduanera, por tal motivo se puede importar temporalmente una casa rodante sin importar el peso.
2. Vehicles Motor Home (motor home).
Rule 4.2.6. of the General Rules of Foreign Trade in force, does not refer to Article 158 of the Regulations of the Customs Law, for that reason can be temporarily imported a motor home regardless of weight.
3.Vehículos que van conectados a una Casa Rodante.
Cuando la casa rodante transporte o remolque un vehículo, el personal de Banjercito deberá otorgar al mismo importador un permiso de importación temporal por el vehículo y otro por la casa rodante, por 180 días, siempre que se cumpla con lo dispuesto por las Reglas 4.2.6. y 4.2.7. de las Reglas Generales de Comercio Exterior vigentes.
3. Vehicles that are connected to a Motor Home.
When the motor home carries or tows a vehicle, the staff of Banjercito must grant the same importer a temporary import permit for the vehicle and another for the motorhome, for 180 days, provided that the provisions of Rules 4.2. 6. and 4.2.7. of the General Rules of Foreign Trade in force.
4. Vehículo Recreativos.
Pueden ser las camionetas, casa rodante o remolque diseñado para su utilización como viviendas utilizadas para actividades durante la noche y los viajes.
4. Recreational Vehicle.
They can be vans, trailer or trailer designed for use as homes used for nighttime activities and travel.

I am trying to get them to tell me where to find or to send a copy of the regulation 158.
Based on their translation and interpretation of this it would appear pickup trucks are no longer allowed in Mexico.
The date on the laws the sent is January 27, 2017 - so it is apparently a new law and not the same one being enforced last year. I will keep trying to get someone to explain this.
