Gas Buddy depends on customers reporting in and I have no idea how that would be done in Mexico.
It would be the same as in the U.S. and Canada. Everyone in Mexico, especially truck drivers, have androids, apps, and would report in the same fashion.
It would/will be a big success. Add in tourists driving in Mexico and even better.
Sorry - I meant how you would set up a website and be able to find lowest and highest - I guess find a way to interest Gas Buddy into venturing into Mexico - they do go into Canada. They would need a way to publicize their existence in Mexico. Lots of things I don't know.
