I agree with Liberty Harbor. It's basically a pricey (by campground standards, not by NYC standards) fenced parking lot with security, electric hookups, bathrooms, and a dump station...but it is super convenient by train or ferry (both a short walk) to local sightseeing. The campground also has bus tour info.
It's next to commuter parking lots for the ferry. It was fun to watch all the business people in suits bustling off to work and back, while we sat at our little outdoor table and camp chairs enjoying life.
We took the train in to visit the new 9/11 Museum - hop on, a few minutes beneath the river and you arrive at the station for the museum.
You actually can see the Statue of Liberty from the RV park, which also has a fabulous view of Manhattan.
