There's still equipment and software involved in the process that harkens back to teletype machines that lacked lower case. I read recently that they were getting close to retiring the last of that legacy stuff but that the still weren't sure they would do mixed case because of all the third party systems that might not be programmed to deal with it (think screen readers for the blind that might be programmed to only look for weather alerts in all caps).
