From an email I received, which may also explain the difference in statements from Shaw regarding reception in the US and Mexico.
"From our understanding (from the dealer), the reference to signal going south of Canada/USA border refers to the new satellite's signal. It uses the same frequency as the USA government. The other two satellites will continue operating as normal.
The Home Away From Home has been replaced - you can now have a second account with the same programming with a 25% discount and you can use that at your second home.
There are no plans to change the footprint of the original two satellites."
