Both. Mexico never closed it's borders, the US closed both the Canadian and Mexican borders.

Great news that they open November 8.

Would this be the Canadian border or the Mexican , I hoppe it is both, a big portion on Mexicos income is from tourism and there are a lot of persons hurting, what with the rains and flooding we need income for them.
