All over Mexico there are entire communities where people have built palapas around old RVs and turned them into beach houses and such. How they do this I do not know. I doubt anyone pays taxes or renews permits. We have seen these communities in the Baja - in Ensenada - and all the way to Paa Mul in the Yucatan. We have also heard of the gov't going in to some of these communities and bulldozing them - south of Mulege - as well as other areas. We know people who have parked 5th wheels with no intention of ever moving them again - and no intention of telling anyone or worrying about it as they have no plans to ever bring any other RV into Mexico. Making laws does not always take into consideration the ability to enforce those laws.
