That's one possibility.

There is a in-transit procedure that allow an American citizen to transport tobacco, alcohol, etc through Canada to the United States. It involves paper work and declaring it at Canadian entry and exit and cannot be used in Canada.

I wanted to take a case of our favorite wine to Alaska but decided it wasn't worth the effort.
