87/260 are very nice scenic drives. Where in Phoenix are you headed? For Scottsdale/Mesa/East valley heading south from Payson on 87 would be the preferred route. If heading to West valley you'll want to take 87 to 260 to I-17 south instead.
87 has a few winding downhill stretches near Pine and strawberry towards Payson but not bad.
If heading to Mesa/East Valley Highway 377 south from Holbrook to 260 is a better option and faster. 377 is fairly straight and level. 260 drops from 7000' to 5000' at roughly 4-6% in some areas but is a very good wide road thats an easy drive. South of Payson 87 is 4 lane divided.
Currently skies are clear over AZ and roads snow free although I'd stick to daytime driving only as black ice can form during the night.
