Break away system is a third level protection designed to stop the toad if it happens to become separated from the pulling vehicle. It is not guaranteed to stop it in a safe location ie on coming traffic. First level protection is to have a properly mounted baseplate and tow bar that is inspected by op frequently. Baseplate needs to be mounted to the frame not thin unibody construction. Your ranger has a frame, many toads do not. Second level protection is an independent set of chains attaching rv frame to toad frame. again unibodies do not meet the requirement.
Probability analysis, failure cause analysis, layers of protection can all justify spending money on the back end if you cut corners on the front end. Trouble is the added complexity also adds failure nodes
