When I tow a trailer of any type it is true the towing vehicle covers the liability. However, if the trailer is damaged and it is my fault I want to make sure the trailer is repaired. How that happens is with the 2nd policy on the trailer. You may want to check your policy fine print. You are right though minimum liabiliy can be covered under 1 policy. Some insurance companies may be different.
