Hi Chuck---I would stay away from the 10 year permit---I sold a 5th wheel without turning in the permit and spent months and dollars trying to get it cancelled---I finally gave up---and thought it would impact the next 5th wheel I took into Mexico but before that time I renewed my passport and with a different passport number they never caught it.
Will it confuse the Aduana---likely but you'll figure it out
