Though I do highly recommend the use of test equipment before plugging into any electric outlet in any RV park this should not be a requirement and not all RVers have the technical capability to use a voltmeter and should not be expected to have that ability - or that having that ability should be a requirement of using an RV park.
RV Park owners have a responsibility to their guests to provide safe space to reside while at the facility. That is what we pay for. There is most certainly an expectation that safety will be provided by the proprietor. Information about spaces in the park provided by other guests has nothing to do with the proprietors obligations and responsibility.
If any harm befalls any guest in any business establishment due to negligence on the part of the business owner then that owner is liable for damages. Whether the owner knew it or not the fact that there was faulty electricity is clearly negligence on the part of the owner. If a space has a problem then it should be marked as such. If the owner is off site then a sign should direct visitors as to what they should do. If you do not want people to park then there should be a sign stating this.
Now that we and all members of the RV community who regular visit Mexico have a clear understanding of the attitude of the ownership of Freedom Shores we can take it out of our list of places to visit - we will no longer be stopping at Freedom Shores.
