OXXO has opened about 300 gas stations in their name so far, no Pemex signs anywhere. I passed two while in Monterey last summer. Things are just getting started, if you have the cash you can open a gas station anywhere (more or less) in Mexico.
I would not expect Pemex to spend any money refining ULSD or really any large dollar project with oil prices at what they are today.
