bobsallyh is right. 87 to 287 past Ennis is a good route. Just north of Ennis the road takes a slow gradual climb but it's really nothing compared to Ashton Hill. Targhee Pass is not the issue, but Ashton Hill could be. Here's a picture and it only shows part of it -
