Visa & Wal Mart
They just announced that on July 18, Wal Mart Canada will phase in non acceptance of Visa! Guess they were squabbling about the merchant fee.

I don't know where you read that, the only time a pin is not required on a chipped card in Canada is when it is under the spending threshold that allows you to use the touch-less swipe method.
Actually that's not true. I have swiped my chipped cc a couple of times on a remote terminal when there was a transmission error. The terminal does ask you, however, to approve the fact that you are swiping.
So, as I said, using the CHIP requires a pin, swiping the magnetic stripe does not necessarily require a PIN.
