When we went to Mexico we signed up to Scotia Bank back home and used a few branches own there to get Pesos without service charges. We also went to local bank ATM's and we didn't find the charges excessive, I would stay away from non-bank ATM's.
I've forgotten how we found the Scotia banks down there but I suspect that we found them via the web, do a search of Scotia bank in Mexico.
Down there cash is king, using CC's is unusual. Even at Pemex the attendants seem to have large wads of Pesos in their pockets as they dispense fuel!
