Not sure if this was the case everywhere, but last winter all the Bancomer ATMs from Puerto Vallarta north were charging an 83 pesos fee and limiting withdrawals to 2000 pesos. They also had signs posted on the entrance doors saying they would not accept ANY US funds for exchange.
