The polar bears are a problem in summer at Churchill, when there isn't enough ice to sustain their hunting/eating/living. The polar ice has diminished to the point the polar bears become land-based in summer. They're still learning how to hunt on land; the grizzlies could likely give lessons to the polars.
In winter, they're far off on the ice hunting. No need to hang around people at Churchill.
