Patially true. In Mexico permanent residents and nationals can have guns for hunting and also a weapon at home for self defense. Mexican law. You apply for a permit, pay the fee, SEDENA (military) checks the weapon and its origin, you prove you´ve taken a course.
This is hunting season and people around here have their guns ready and they´re going.
