You could go east from St. George and use the east entrance on UT 9 to US 89. US 89 to US 160 near Tuba City, AZ.
You would need oversize permit to go out east entrance. Need to watch curves and narrow road in park.
In 2018 the tunnel was alternating one way for all traffic. We dry camped about 5 miles east of the entrance and drove the truck into Zion. We did see a number of RV use the tunnel without any special pass. You may want to check.
