Yes I am at Victoria Palms and the special is open to all first time renters. The special is on their web site and in the local Winter Texan Newspapers.

Yes, there is bingo and shuffleboard here, but there is also tennis and a bike club.

You are correct in that lots of $800 renters are unhappy that new renters can rent for $199. To sweeten the pot a little, Encore is paying a $50 finders fee to anyone who is a resident who secures a new $199 one month resident.
