As said, the rules allow it, and in this country a vocal minority cannot rewrite the rules at will. Don't like the rules? Provide your input to the Land Manager, and it will get lumped in with everyone else's. Generators are popular in these otherwise-quiet campgrounds because people like them, and they don't like you complaining.
Just like the OP, I've come to see what an annoyance a loud generator can be (I've got the superb Champ 3500/4000 also). So I did two things to alleviate it. First, I bought a Powerhouse 2700. Not as quiet as a Honda, but its exhaust note is fairly pleasant, and as an inverter gennie it is much quieter on average than my beloved Champ.
Secondly, I take my 2700-watt generator and I go out to the same boonies that you people have taken refuge in, and I run my generator 24/7 if I care to. Not because the rules allow it, but because out there there are no gennie rules at all.
Next summer I'm thinking of getting one of those electric Poodle robots, just so I can use all the electricity the genny's producing. I'll sit there all day watching that little Poodle dance and bark and my neighbors hop around, too angry to speak. Yap! Yap!
