Reason I ask, is that the Owens (Dry) Lake is just south of town, and has been an ongoing court battle over the particulates that get whipped up into the air. Causing, possibly, lung cancer among the folks who live there. Somewhere around 10 years ago the courts demanded that the LADWP do something, and they now keep the lake bed watered to reduce the dust. They are not refilling the lake. It is still a dry lake, but they build levees and alternate water flow to areas to keep the entire lake bed in various states of mud. If you were there more than a decade ago, chances are the dust was coming from the Owens Lake, but the wind would be coming from Death Valley too.
What the area has plenty of, is wind.
