I don’t agree with that assertion of fairness. The biggest contributors to global CO2 are the countries with the largest emissions numbers, of which the US is one. But China is at the top of that list. It’s more than double the emissions of the US, and any attempt to obscure that fact is misrepresentation.

Because, as the chart states, it is emissions by Capita.
Yes, China emissions are twice as high as the US, but they have four times the population.
