Depending on who’s data you reference, there are 10-12 countries that have emissions per capita higher than the US. The current leader in the world is Palau with >59 tons per capita. But their global contribution is near zero.
You said per capita is “the only fair way” to look at CO2 emissions, and I’m saying it is not. There are numerous ways to look at it, and per capita is just one of them. If the goal is to reduce global emissions, then you don’t leave out the biggest contributor to global emissions that’s also increasing at the highest rate.
If per capita were were the only fair way, then it’s clear what the US should do to make ourselves look better. Make more babies. Fertility drugs and viagra all around!
