Any new rules for Federal forest boon docking?

I was amazed at the poor road quality I found in Nevada and Utah last year until I saw all the people pulling trailers with their pickup trucks up and down these roads. They created washboards with 3-4 inch ridges and the erosion resulting from these torn up roads made it tough to stay on the road in places - thank god for my truck's exhaust brake on the downgrades.
