Any new rules for Federal forest boon docking?

It has been two years since I checked out my old campsite in Wyoming in the US Forest area near Encampment. I have heard there are new rules about camping with my 5th wheel in the forest but no detail...

wintersun, please forgive my ignorance -- why would a trailer create more washboards than any other vehicle? And does going really slowly reduce the washboarding? (If so, I am not guilty -- I tow my trailer at less than 5 mph on rough dirt roads!)
