Any new rules for Federal forest boon docking?

A winch or a come-along can be pretty handy on seldom-used forest roads, especially early in the season before the rangers have finished clearing the winter's debris. We have come across fallen logs blocking the roadway and have been able to move them with a pry bar, but we have come very close to bringing out the hardware!
