To OP, if the forest rules were not in place last time you where there then YES, alot has changed. I was heavily involved with the Coconino National forest on this issue with our Jeep Club here in AZ. Believe me, we fought alot on this as alot of marked roads were closed and I feel the FS is trying to bundle everyone togather so they can police us better.
There are places where you are allowed 300ft from the road in certain areas (indicated on the forest map). These area's are called dispursed camping and are indicated on the map with dots on the side of the road. I looked at one of the Forest Service maps from WY and its the same as in AZ, which it is supposed to be nationally. Area's not indicated are a cars length. So if there is a camping spot 300 ft off the road that is not marked for disperased camping you are not allowed to use it. Now if it's enforced is another question. Forest Service maps are available on line or you can get them for free at the local Forest Ranger Station.
Also, just because a Forest Service Rd is marked with a sign does not mean its open. You must have a map and that road must be on the map. So if you are caught on a marked road that is not on the Map you can get a fine.
